The Watchtower, “Part 2—Flashes of Light—Great and Small”

15 May 1995 · p.22 · pars. 6-7 · Watch Tower Bible and Tract Society

“There was the question of who should serve as elders and deacons in the congregations. To get away from the hierarchical structure prevalent in Christendom, it was concluded that these should be elected democratically by the vote of the members of each congregation. But increasing light contained in The Watchtower of September 1 and of October 15, 1932, showed that the Scriptures do not provide for elective elders.”

The same paragraphs record the 1938 move to appointment rather than election, and the 1971 restoration of a body of elders in each congregation appointed by the Governing Body.

The Watchtower, “Are You Prepared for Survival?”

15 May 2006 · p.24 · par. 13 · Watch Tower Bible and Tract Society

“From the 1870’s to 1932, elders and deacons were voted into office by members of the congregation. In 1932 the elective elders were replaced with a service committee elected by the congregation to assist an appointed service director. During 1938, arrangements were made for the theocratic appointment of all servants in the congregation.”

A later summary of the same sequence of organisational changes, differing slightly from the 1995 account in dating the body-of-elders arrangement to 1972 rather than 1971.

Notes. The 1995 retrospective dates the body-of-elders arrangement to 1971; this 2006 article says “since 1972”. The discrepancy is in the organisation's own publications.
